The overall concept is to encourage adoption of regional actions, cooperation and planning to achieve improved access to electricity, and to reduce capital requirements by:
- Improving government regulatory systems and personnel resources to facilitate development, particularly from the private sector
- Reducing technical and nontechnical losses
- Promoting private investment, including privatization of generation and distribution, and facilitating new BOO generation
- Improving equitable access to electricity
- Optimising the use of existing transmission interconnections, and to assist in providing more uniform planning methods over the region, to minimize requirements for new generation and transmission
